Ms. Thea Lay worked for the Council for the Development of Cambodia, a governmental body in charge of managing foreign investments in Cambodia. Thea Lay was part of the newly established CDC/CIB as Information Officer for CIB then Executive Assistant to the Secretary General of the CDC/CIB.

In 2000, a team was established to continue to assist Cambodia—establishing an NGO, CSCS, and CSCS Cornerstone LTD—a consultant team working independently to provide their expertise and knowledge to help international businesses and assist foreign investors in the establishment of businesses and in providing investment advice on laws, regulations, and opportunities in Cambodia.

Appointed as Country Director for the Overseas Project of Cooperation of Victoria (OPCV)/Sinclair Knight Merz (SKM) and CSCS Cornerstone Ltd, in partnership with other American, Australian, and Singaporean companies as a consortium, we have assisted them in developing Cambodia in diverse sectors. During my tenure, I effectively secured projects valued at over USD100 million, identifying opportunities, negotiating with stakeholders, and earning the trust of VIP clients from overseas.
