How it started: Our team
Our story begins in the late 1995 along with the Cambodia’s development early stage after the UNTAC monitored first free election. A group of young overseas graduates wanted to be part of assisting Cambodia in its economic and social recovery.
Business Counselling.
Ms. Thea Lay worked for the Council for the Development of Cambodia, a governmental body in charge of managing foreign investments in Cambodia. Thea Lay was part of the newly established CDC/CIB as Information Officer for CIB then Executive Assistant to the Secretary General of the CDC/CIB.
In 2000, a team was established continue to assist Cambodia Established an NGO CSCS and CSCS Cornerstone LTD, a consultant team work independently to provide their expertise and knowledge to help international businesses and assisting foreign investors in the establishment of businesses and providing Investment advice on laws/regulations/opportunities in Cambodia.
Consulting team has long advised clients in the professional services industry. This experience enhances our already extensive litigation and corporate resume with a nuanced understanding of professionals’ advisory, litigation, investigatory and regulatory needs, whether on behalf of agriculture firms, investment banks, manufacturing or management consultants.

Appointed as Country Director for the Overseas Project of Cooperation of Victoria (OPCV)/Sinclair Knight Merz (SKM) and CSCS Cornerstone Ltd, two Consultancy Companies, in partnership with other American, Australian and Singaporean companies as a consortium, we have assisted them in the development of Cambodia in diverse sectors. During my tenure, I effectively obtained and won projects valued at over USD100 million. Our roles were to identify projects, negotiate with stakeholders and secured the projects, gaining the trust of VIP clients from overseas through these roles.

Due to the trust gained from our long and consistent work with high level government officials, we were specifically requested, as a side job, to provide assistance in relocating VIP’s children to universities and high schools, as well as facilitating property acquisitions in Melbourne (Australia).
We provide quality services and meet all the Australian Real estate compliances.
Ms. Lay worked as a Real Estate Sales consultant for several Real Estate agencies in Melbourne where she obtained the Real estate certificate IV and recently obtained a Diploma in Property Management and Licensing, which serves as evidence of our dedication to the real estate business. This qualification enables our team to work more effectively and independently, since it equips us with comprehensive understanding of the legislation and compliances relevant to our field.
